Enable locale selection for public front-end #916

User stories

Raised by Center for Health Statistics and Information (Ministry of Health, Laos) staff on August 9, 2023 As a non-English public user of the GeoPrism Registry front-end, I would like to be able to switch the locale of the website from the default to other available locales (e.g., a Lao user would like to be able to switch the website to the Lao language).
