What is the change?

Adding an option to all impl and test tags to denote whether or not the requirement it's attached to applies to Pylot or Nala.

Why is the change being made?

So we know if a change affects the baseline of either project and who to include on SCRs.

We'll leave this closed for now and reopen it if something happens and ARMI doesn't get its own requirements.
