Add CoGe Pipeline stub #170

Need to flush out CoGe Pipeline. Can reference above section,

please add brief rationale for using CoGe (i.e. what makes it more useful than the default directory full of files? why is it so awesome?)

Instructions for where to find data and what can be done with it can be elaborated upon in https://github.com/terraref/documentation/blob/master/user/using-coge.md (but should mostly link to documentation and focus on TERRA-Specific applications / examples)
