Canopy cover extractor at the plot level - all of it is new code (although based upon TERRA REF Canopy Cover extractor)

Closing review period on September 20 at 5PM

I'd be interested in reviewing this offline so I can better understand the overhead/ why it takes >700 lines to do this, and why you define functions that seem to belong in terrautils. I think you mentioned this but now that I see the implementation it provides more concrete examples.
