update the canopycover readme.md from the 2017 extractors README. old https://github.com/terraref/extractors-stereo-rgb/blob/canopy-cover-quality/canopycover/readme.md new https://github.com/terraref/documentation/blob/4148708f2c672ff90a3ce356547a22608b50b208/canopycover_readme.md Much information in both files is duplicated,

  1. new description is just part of old one
  2. Quality statement duplicates new failure conditions (Zongyang added the Photos there already) I still split all information into three categories and in the implementation category I only put the quality statement there. Let me know what you think.
