Radiometer data errors #229

Radiometer was generating 0s during Fall 2017 (e.g. Oct, Nov)

[ ] Need to confirm which dates were 0s in original environmental logger files, prevent these from being processed
[ ] delete incorrect downwelling spectral radiance from environmental logger netcdf output
[ ] need to re-populate w/ ???? to enable hyperspectral pipeline

@dlebauer regarding the first task item: the radiometer from the top boom was removed on 2017-10-13 (values = zero in cache), and returned to operational status sometime during the day of 2018-01-03.
