[Bug]: Strange data files bugs

Bug Description

With files from 1st archive in world data folder, chunk count from Prometheus roles doesn't sync with Cadmus

With files from 2nd archive, Prometheus claims count sync works, but Argonauts claims doesn't work, players can't claim chunks as Guild

How to Reproduce?

1. Copy files from first archive and try to change @everything role claim count
2. Copy files from 2nd archive and try to claim any chunk with Argonauts Guild (it claims as player)
