Block tags for wall torches and redstone wall torches are missing.

Add chipped:wall_torch and chipped:redstone_wall_torch block tags.

Making my own block tags for a datapack I am helping with (not an ideal solution).
I would make a PR, but I don't what needs done. My best guess seems wrong judging by #63.
