Currently the top chest can't open because the cupboard is counted as a full block.
Solution(s)
If cupboards and other containers counted as partial blocks they'd allow for some more storage solutions like pictured above, where a beam is blocking a potential top chest, so instead cupboards have been placed. This doesn't work with barrels, so I bet there's some kind of restriction?
