I like this a lot, but I think it also is likely good enough to warrant phasing out IconModal and ItemQuestIcon entirely and just always supporting tags and stacks with NBT (like this does so well) - seeing as that would be an instant uplift for quest, task, and reward icons. Could be descoped to another PR though - we have that kind of free time.
