[Bug]: Quest titles don't accept formatting codes

Bug Description

Quest titles can't have § style formatting in toasts, the quests screen, and the quest screen.

How to Reproduce?

1. add a quest with a title like &&o*static noises*&&r
2. 

Expected Behavior

Quest titles should apply color, italics, strikethrough, etc - it's fun & ftb quests parity

Is this a bug? idk, but the bug issue form is mildly simpler - we'd file blank issues if we could lol

so i'm not entirely sure this is true actually. I just got this out of odysseus. I'll have to check if it can be done manually.

Yeah so this coloured title has the section symbol show up in the editor, and you uh, can't edit it at all. so, that's a bug
