Migrate docker build to github actions #24

As docker hub does not provide free docker image builds anymore, we now use the github action worfklows for this.

Thx for the comments. I think we should merge this PR as it is because it will fix the main problem (auto build of the docker image).

But i will continue working on this in follow up PRs to enhance the cronjob script and the github action configuration
