Update `ol` and `turfjs` #1536

This updates ol and turfjs to their latest versions.

In addition the ts configuration is updated to e.g. introduce a stricter type checking.

Since the peer dependency of ol is updated as well, this is treated as a breaking change.

Please review @terrestris/devs.
