Default scroll bar on windows #8

Hello I have issue with default scrollbar present in chrome (on win7), and it will expand even beyond image boarders (print screen example: http://take.ms/R4zEA)

Is it possible not to show default scroll bar and no to scroll out of image borders on windows?
