Add 'de' option to python module for MyMemory provider parameters #64

MyMemory API technical specifications for Get has an optional parameter 'de' to enter an approved email address that enables the daily translation quota to be increased.

This parameter worked with the translate package in python 2.7, but perhaps with a previous version.
