[#44] Extract project configurator to allow clients to override defaults #45

The project configuration is extracted from the TychoLifecycleMapping to become more flexible with regards to the project configuration in Eclipse.

@szarnekow AFAIK the issue is that it lost CI and hosting. But @fbricon is the one that can say more.
