Warp from Willy's dock to Town warps the player out of bounds northwest of the community center

Confirmed. Replicated every attempt.

Prior to the cutscene with Willy showing the boat in disrepair, travelling back from the island puts the player at an undefined location, messing up the next warp before the cutscene.
