Refactored @facultymatt 's refactor of postmaster's unsolicited check.

Also tweaked forceClear such that the sending of multiple SMS-es back to back should (hopefully) not be blocked anymore.

I don't know the GPRS code that well but I didn't see any red flags. If you've test it thoroughly with hardware, r+.
