for install language for diferent OS

IMO misleading information:

  1. Command-Line-Usage.md is about usage of tesseract, not installation
  2. Location of tesseract data (tessdata) files depends on way how tesseract is installed (e.g. in tesseract is installed in user location installing data files to global/admin directories in not correct approach)
