move popover target for cuts to dedicated button #69

Change the hit/click area of the cut popup by adding a small Icon button to the left of the "X" button which acts as the toggle for the popup. Currently, you need to click on the text itself to open it, and click anywhere except the popup to close. (In my dream world, this toggle button would be directly in the Dimensions interface above it and we could get rid of the entire Filters accordion...)
