Tagged version mismatch #397

Per discussion in #396 we should match the major and minor tagged version of this to the rest of the tesseract repos.

I plan to do this as part of the next release. I am currently doing bench marking for all of the MR's updating everything to leverage forward declarations. After this is completed and merged I will generate a release for all repositories.
