robotframework doip-binding prototype shall be created.

Hi Thong,

my feeling is that we need to wrap all functions provided by the doip library https://python-doipclient.readthedocs.io/en/latest/ with a corresponding keyword. All! parameters must be configurable by the test case, optional parameters must have a meaningful default value.
