Testability Pattern repository: restructure, README, issue templates #8

Thanks a lot for the great initial work @SoheilKhodayari!

I think we need to connect the documentation to the issue templates. E.g., for adding a pattern we should mainly suggest to use the issue template but that is not (yet) written in the doc
