I just realised there was no easy way to make doxygen, so added a config (based on WCSim), a Makefile
I've renamed the "all" Makefile list as "CPU" and is still the default. I've added an "all" which is like CPU, but adds "doxy"
There's been some complaints about the README.md's by doxygen, hence all the files changed...
A quick scan suggests it works ok. There is some trouble that code blocks that use triple ticks ``` are not supported by markdown 1.8.5 I got from yum in the docker, and this is the format we've used. It seems (from github issues on doxygen) like this is fixed in a later version (current is 1.8.18) but I don't have the inclination to check (need to upgrade cmake, etc.)
