Is there a way to start powershell scripts on Windows?

Sadly, I have no idea and I'm not familiar with the codebase well enough to give you a clear answer. If the README (specifically the windows piece: https://github.com/testdouble/scripty#windows-support ) & experimentation isn't enough to tell you whether that'll work, then I suggest you dive into the source and tinker
