Option to not offer exercises that are already completed #56

This would be relevant for those who want to remove old, completed exercises

Yes, completed exercises should not cause a notification and should probably be unchecked by default in the download dialog.

I'm actually working on this already, the setting implementation (in UI dialog and TmcSettings) is ready, the rest is not yet done.

I'm not sure you need a new option. I'd prefer to avoid cluttering the settings dialog further whenever possible.

That is true, although as a user I'd really prefer not to be notified about exercises I've completed and deleted. Maybe if the automatic exercise downloader/uploader would only offer exercises the user hasn't completed, but the TMC->Check for new exercises/updates dialog would also offer completed exercises (but would leave them unchecked by default)?

Ended up making a separate menu item. https://github.com/testmycode/tmc-netbeans/commit/65b6e9dc63fcb79b367570f71914dc131f30d72f I wanted to keep the dialog simple and I didn't like it behaving differently depending on what triggers it.
