Two bug fixes:

fix issue where docker host is different Linux type than the guest container which breaks os detection
add networkctl support for systemd distros that don't have the "ip" or "ifconfig" commands installed

Are you submitting bug fixes as per the merge request, or new features as per the commits?

I don't see tests to cover these situations.

These fixes address issues I had getting the latest Ubuntu image to run wick under Docker. They address the issues by adding functionality, so I guess they could be considered either.

I'll add tests to cover the cases these should fix.
