add ih2's lodspeakr to repo #1

The Prizms node repo for hub.tw.rpi.edu should contain the data root (https://github.com/tetherless-world/hub/tree/master/data/source) and LODSPeaKr components (https://github.com/tetherless-world/hub/tree/master/lodspeakr), but they're currently spread out among:

Alexei is maintaining his LODSPeaKr components at https://github.com/bulaza/tw-lodspeakr-ih.
The current IH data is maintained as part of LOGD SVN: https://scm.escience.rpi.edu/svn/public/logd-csv2rdf4lod/data/source/

(Tim can handle the data half of this, and Alexei might need to that data to move before he moves the lodspeakr into the prizms node repo.)
