make NY state an example resource #7

Please add the https://github.com/timrdf/csv2rdf4lod-automation/wiki/conversion:ExampleResource for the row of NY State in the eparams.

Needed to fulfill lodcloud validator http://validator.lod-cloud.net/validate.php

eparams don't seem to be working. Querylet finds the enhancement but it's not applying.

the void:exampleResource assertion is in the e1.void.tl file, not the e1.ttl file. Need to verify that it gets pushed to datahub.io

depends on #10 Once the instance datasets are loaded, the metadata aggregation will find it.

http://validator.lod-cloud.net/validate.php validates we have an example resource. It's "apples" though...
