Tethys Portal Logo Update #1083

Updates the tethys logo found in the tethys portal in the header and footer to the new tethys logo

@jakeymac the black formatting and the tests are failing. You need to run black and fix any tests that broke. Also if coverage is down you should add tests to get coverage up to 100%.
