start implementing UI and UX

after completing the application side, add styling to the business side.

refactor styling on application setup to look like application page.

refactor entire business portal. no more cards for each applicant. will use a grid. instead of button will have a drop down menu on application, also a comments section with dates. look into using large modals to view applications
