migrate docs to sphinx #35

As announced, now a clean commit with all docs converted to sphinx.

Have a look at https://tetraframework.readthedocs.io/en/latest/ which is the compiled version, already online.

Just tell me if that's ok for you; and as you pull this branch I can switch the source on readthedocs to your repo/main branch and transfer the ownership to you.

Everywhere I knew that is not perfect or missing, I wrote a TODO into the docs files.

AARGH, one should not do things in a hurry, I again needed 2 commits. But if you squash them it would be ok.

Sorry, I'm too much of a Monk. I've deleted this PR, and make a new, that has only one clean commit, where you can see the differences better.
