add page for EUA content #36

page should subside under References. Nice to have would include a downloadable PDF button that can be submitted directly to FDA.

When you say "submitted directly to FDA", are you referring to a process to upload the file again and send it to them directly built into the site?

If it's just the former, it should be easy. If it's the latter it may be a bit beyond what I can do

This issue should be solely reserved for discussing the EUA content itself that will take the form of a page in the content/en/references folder. A complimentary downloadable PDF should also be part of the website's build pipeline, i.e., when the Hugo page gets generated, a PDF document will also be automatically produced, but that should be discussed here #28.
