Add Interface control document (mechanical) + BOM #9

This has been started here, which is statically rendered from a plantuml file, but needs to have an associated Bill of Materials (BOM), preferably in a tabulated form with (at least) a list of part numbers and quantities.

I would recommend having BOM's split up by assembly and not by mechanical/electrical(issue #8 )

goal: get electronics subassembly BOM up in a simple table look at the picture in this comment chain for the accurate quantities and parts used in the builds we've been doing since 7/18. in order to save time copy the part pictures/names/etc from the hardware parts list copied in this comment thread (double check tabs at the bottom of the spreadsheet).
