Split PAPRa into its own project #95

I think it's time. We should just split it off, since it's a much simpler project.

I don't know how to do this, should we find a time to discuss?

It wouldn't hurt to discuss this in detail. What I can do is create a new repo that is effectively a fork of the project-tetra-docs repo, then we can edit the content there
