Make2bash: first attempt

The goal if this PR is to have all makefile shell logic move to make/<file>.sh scripts , all while

• keeping the exact same makefile targets
• map makefile targets onto shell actions 1to1
• add dry run capabilities to debug run issues without actually doing cloud/terraform invocations
• introduce helpers.sh and variables.sh
• increase documentation, logging and input validation (fail fast, parameter validation, etc)

The goal was NOT to align some of the internals with tetrate-service-express-sandbox repo. This will have to be done in follow up branches and PRs and can be lead by @smarunich and @shamusx for internal alignement purposes.
