Sticky notes will not stay on top #270

What steps will reproduce the problem?
1. Make notes
2. Set preference to always on top
3. Be dismayed when windows cover them

What is the expected behavior? What do you see instead?

I hoped that my sticky notes would know to stay on top. It seems only notes 
that are created after I change the setting actually stay on top of other 
windows.
