Medium metroid

Similar to the NMG Zelda PR, I'm not expecting this one to get pulled as is for various reasons.

Included here:

• de-tuned normal due to creation of "medium" mode
  • far fewer IBJ points (mostly replaced with SpaceJump instead)
  • removal of some speed booster tricks
  • such as changes to CanAccessDeathMountainPortal (removed speed booster)
• added "medium" difficulty
  • introduces "CanHeckRun" which adds 2 additional E-tanks in lieu of Varia
  • removes Spring Ball jumps almost entirely
  • avoids some DBoost and CWJ tricks
  • reduced suitless maridia
• hard difficulty is untouched
• Added "CanPassWaveGates" which scales upwards with difficulty
• updated logic log for various logic changes that have occurred (technically should be a separate PR)

TarThoron has helped me discover an issue with the Maridia/Inner logic. I thought it was oblated by the CanEnter() clause but a recent discovery has proven that not to be the case. Closing this now. Will re-submit when I've had time to fix up the Maridia logic.
