Fixed moat logic coming from Maridia #136

There is a bomb block requirement to get through the maridia toilet suitless. Also added the alternate path of killing draygon and going through Cac alley.

Killing Phantoon requires canPassBombPassages and that was missing from casual logic too, which only comes up in the maridia route.
