Alter Casual Super Missile (Crateria) #51

Add Ice Beam as access requirement for Casual Logic for Super Missile (Crateria). Addresses #50 and #37.

This does not need ice beam since it's a quite easy trick already where you just start charging from the yellow blobs to the left, then just run back right and jump over them with blue speed echoes and then spark.
