How did it take me this long to realize I was disabling BG1/2 here? Now we'll be able to see the other background layers in crash screenshots.
I also fixed the BG3 scroll writes, which were possibly failing due to happening after forced blanking was disabled. I don't think it matters because the bad scroll values are coming from some (H)DMA thing that happens on every scanline.
