This is not quite ready yet. At minimum the phantoon RNG menu needs fixing (for example when selecting a mid and a slow it then auto-picks "no slows", oops)

The change to decrement RTA timer on save/load state: I saw bdog and arc talking about it recently (save/load state adds a frame) and I imagine it's been known for a long time... any good reason not to fix it? Perhaps we were worried about risk? I know I would have avoided changing it without being able to TAS the changes, but feel better about it now.

I want to see how much work the Area Rando request is (ability to change door colors). Other than that, this PR is ready to go (ability to change door colors too much work right now lol).

Any concerns with the timer changes or other changes?

Oops, missed a use case for tiny states. now it's ready for release.
