cleanup ptex.ch and co. (int_pars) #111

もともと char_sub_def_min_code などは tex.ch 内で

@d char_sub_def_min_code=web2c_int_base {smallest value in the charsubdef list}

のように web2c_int_base を使って定義されています．ptex-base.ch では

@d char_sub_def_min_code=60 {smallest value in the charsubdef list}

と数値直書きにわざわざ直されていますが，その必要はないのでは，という修正です．
