Convert to React + Webpack Bundler + Typescript + SASS #87

fixes #29 and #87

added webpack to bundle and minifies the production code
converted JavaScript to TypeScript
converted CSS to SCSS (still needs to use the features of SCSS)
using React for Popup, Options, and Onboarding pages
automatic workflow to upload zip file to archives repo

Note: you have to click within the giant box to toggle the preference with the latest fix. It will take more work to have all clicks outside of the colour picker to cancel the colour picker
