Fix broken link to hub cli docs #221

The link to the CLI docs here at the bottom of this page (https://docs.textile.io/hub/apis/#api-libraries) goes to https://docs.textile.io/hub/hub/cli/hub which 404s, I believe this fixes it.

I also fixed up some invalid html that removed the box class from the js and go library links

Lovely! Could you do that DCO step in the checks above? I'll get this in right after.

Done, annoying that you can't do that via the GitHub web UI.

bah... i know, code suggestions in reviews are the worst (as in, if you accept them they break dco in bad ways). thanks for doing it though!
