Enable/scope Bluetooth connection #1302

It would be very useful to enable Bluetooth sharing/connection between desktop and mobile devices. Here's a blog post for an example: https://medium.com/@daniel.lima.nascimento/how-to-create-a-bluetooth-app-with-react-native-5212d8590e6b. This is part of a larger Epic around desktop/mobile pairing.
