change the project name to ruby-on-rails.tmbundle #21

just makes sense, a dummy repo pointing to the new one can still be placed at the old address

Unfortunately changing the name can cause issues for those with forks and existing checkouts. It would have been a better name at the start but there isn't enough benefit to warrant the change at this point.

IIRC @github will setup automatic redirects and will keep lo checkouts working
