Suggestion to add the following short sentence (or similar) to the homepage, either directly under the title (recommended for visibility and promotion of themes creation) or at bottom under the 'Themes categories' listing.

Likewise in the plugins site at the same location (whatever it is):

The community wants your genius solutions. Develop a plugin.

Gah, I didn't even notice the 'Create a new theme' section at bottom on the themes index. Sorry. But maybe that says something about that position on the page, or perhaps the link is over-designed that way when a simple sentence will do.
