Closing this as "implemented". Each item now has a Report link that prompts for contact deets and takedown reason. "Reported" items remain in the list they're currently in but they are marked as invisible. A reference item is added to a special MODERATION list with a link to the actual item and a SuperUser can go and do whatever they need to do to the original item... then they can delete the moderation ticket.
