Upgrade python to 3.10.4 on Docker image

Analysis: Keep the Docker image up to date with the latest python version (this fixes CVEs too).

@Pea-skillz I can put this into the current release. But I have already done the calculations - you can see your award in the PR #579 . Maybe such a minor change can be uncharged?
